The CBI is the premier investigative agency of India. It is the ‘nodal police agency’ in India. In India, it co-ordinates investigation on behalf of the INTERPol member countries.

The Ministry of Personnel, Public Grievances and Pension of the Government of India (GoI) superintends over the agency. The Director of CBI - a high ranking IPS officer is the Head of the agency. CBI HQ are situated in New Delhi.

1941: CBI traces it’s origin to the ‘Special Police Establishment’ (SPE) which was set up in 1941 by the WAR Dept. of the Imperial Govt. of India. during WW II, there was a high scope for corruption to take place in the department and hence, a special; force was set up to keep a check and investigate into matters relating to bribery and corruption.

1946: Post the world war, there was a need felt for the establishment of a central agency to investigate cases of corruption by Central Govt.

The Delhi Special Police Establishment Act, 1946 resulted in setting up of one such agency by the name DSPE. It was put under the charge of the Director - Intelligence Bureau

Through a Home Ministry Resolution, the name of the Delhi Special Police Establishment (DSPE) was changed to Central Bureau of Investigation (CBI).

Central Bureau of Investigation itself was not established via any act of the parliament, yet it derives its power of investigation from the Delhi Special Police Establishment Act 1946. It was first set up as Special Police Establishment (SPE) 1941 by the British to investigate the corruption and economic offenses related to supply department by the Government Officers during the World War II.

Over the years, CBI had gathered lump-some reputation in the field and hence, Central Govt (CG) starting using CBI at it’s disposal.

After independence, it was retained as a Central Government agency to investigate cases of bribery and corruption by Central Government employees. For this, the Delhi Special Police Establishment Act was enacted 1946. The CBI’s power to investigate cases is derived from this Act. By a resolution, the government changed its name to current name in 1960s. The jurisdiction of the SPE extended to all the Union Territories and could be extended also to the States with the consent of the State Government concerned.

Many cases were started being given to the agency to solve in the field of: Bribery, Corruption, Breach of Fiscal Laws and other serious crimes. All these were with respect to the Central Government employees initially.

Currently, CBI comes under the control of Department of Personnel and Training in the Ministry of Personnel, Public Grievances and Pension. It is the nodal police agency in India to coordinate with Interpol. It investigates those crimes which may have interstate and international ramifications.

With the Nationalization of many Banks then, the bank employees also came under the ambit of CBI’s investigative powers.

Anti-Corruption: Under this, CBI investigates corruption and fraud committed by public servants of all Central Govt. Departments, Central Public Sector Undertakings and Central Financial Institutions.

Economic Crimes: Under this, CBI investigates crimes such as bank frauds, financial frauds, Import Export & Foreign Exchange violations, large-scale smuggling of narcotics, antiques, cultural property and smuggling of other contraband items etc.

Special Crimes: Under special crimes, CBI handles cases such as terrorism, bomb blasts, sensational homicides, kidnapping for ransom and crimes committed by the mafia/the underworld.

Five years after the Supreme Court termed the Central Bureau of Investigation (CBI) a caged parrot, the premier investigating agency is facing a situation that could erode its credibility. Special Director of CBI Rakesh Asthana, the second in command at CBI, has been booked by the agency for allegedly taking bribes in a case involving controversial meat exporter Moin Qureshi.

On August 24, Asthana shot off a letter to the Cabinet Secretary. In the letter, Asthana accused CBI director Alok Verma of receiving a bribe of Rs 2 crore in a case that involves meat exporter Moin Qureshi.

CBI or the Central Bureau of Investigation is the premier investigation agency of the central government which has earned its name for qualitative investigations and publicized cases. CBI traces its origin to the Special Police Establishment (SPE) which was set up in 1941 by the then British Government to investigate cases of bribery and corruption in transactions in the War & Supply Department of India during World War II.

At that time, it was headed by a Superintendent. Subsequently, The Delhi Special Police Establishment Act (DSPE) was enacted in 1946 for the investigation of the cases related to all government offices and UTs. The arrangement continued even after independence
